Watch U.S. Representative the Honorable Charles Rangel, of New York's 13th Congressional District, discuss President Obama's recent exectutive action on immigration, which grants administrative relief to benefit up to five million immigrants across the country, and a quarter of a million New Yorkers. The 13th Congressional District, which includes Upper Manhattan, a small area of the Bronx and Rikers Island, has long been home to diverse immigrant populations.
