More than half of America is now on the tri-state quarantine list, Gov. Andrew Cuomo said today, as COVID continues to surge virtually unabated across the country. A total of 35 states are now on the list. (updated August 5,2020)

Quarantine for 14 Days

Governor Cuomo announced the metrics to qualify for the travel advisory requiring individuals who have traveled to New York from those states, all of which have significant community spread, to quarantine for 14 days.  The quarantine applies to any person arriving from a state with a positive test rate higher than 10 per 100,000 residents over a 7-day rolling average or a state with a 10 percent or higher positivity rate over a 7-day rolling average. "Our progress in New York is even better than we expected, thanks to the hard work of New Yorkers. Our numbers continue to decline steadily, and for the third straight day in a row, there were no reported deaths in New York City," Governor Cuomo said. "But we must protect that progress, which is why today we are adding another state to our travel advisory. We cannot go back to the hell we experienced just a few months ago - and surging infection rates across the country threaten to bring us back there - so we must all remain vigilant."

Cuomo, New Jersey Gov. Phil Murphy and Connecticut Gov. Ned Lamont jointly implemented the restricted travel list last month in an effort to ward off local COVID resurgence. It applies to states that exceed 10 percent daily test positivity rates or 10 new cases per 100,000 residents over a seven-day rolling period.

"As infection rates increase in 41 other states, our numbers continue to steadily decline, thanks to the hard work of New Yorkers and our incremental, data-driven opening." Cuomo said. 

Gov. Cuomo has tried to get more travelers to comply with the order by instituting a $2,000 fine for impacted individuals who leave the airport without filling out a form that state officials plan to use to randomly track travelers and ensure they’re following quarantine restrictions. Airport travelers who fail to fill out the form face a hearing and an order requiring mandatory quarantine.

 

Cuomo also acknowledged that the quarantine is “imperfect,” but said the quarantine could help protect the states against the risk of increased spread.

The full, updated travel advisory list is below:

Delaware and Washington, D.C. have been removed from the travel advisory. Individuals in quarantine after traveling from a state that has been removed from the advisory should continue to quarantine for the full 14 days.

Minnesota was removed from the original list.
