In September of 2008, the current franchise between Time Warner Cable and the City of New York will expire.

Because cable companies use city-owned property to run their cable lines, they must adhere to City regulations and also give fees and services back to the community. The franchise determines the type of cable services available to the residents of the city, including the public access services that MNN provides.

In order to accommodate 21st century communications needs, MNN will need additional channel capacity and bandwidth, access to “New Media” technologies, and increased capital and operating funds.

The democratic media campaign that’s now picking up steam across the city must ensure that the new cable franchise agreements be flexible enough to adequately address the needs and concerns of local communities and neighborhoods.

This is a historic opportunity for all residents to share their concerns and interests about cable television services in their Boroughs.
